The Saskatchewan First Act has been introduced to confirm Saskatchewan’s autonomy and exclusive jurisdiction over its raw materials/natural resources. This legislation will continue to help protect Saskatchewan’s economic growth and prosperity so that federal policies would not encroach on Saskacghewan’s legislative sovereignty. However, it is important to not ignore the commitment of Saskatchewan to creating and nurturing an economic environment that allows businesses of all sizes to grow and flourish for the prosperity of all. The provincial government is committed to continuing to maintain stable competitive royalty rates on raw materials/natural resources developed in partnership with any industry. Also introduced by the provincial government are the many initiatives aimed at reducing red tape and streamlining regulations. Saskatchewan has over the years created a favourable business environment for manufacturers. There is a low corporate income tax for all manufacturers and processors at 10% and there are provincial exemptions for eligible equipment, machinery and raw materials. The time zone makes it easy to do business globally. The expansive exports and markets make it an attractive location that is connected provincially, nationally and globally to raw materials, services, people, technology and markets. Saskatchewan has a refundable 10% tax credit for scientific research on raw materials or on any other scientific topic and development expenditures.
